The Largest Customer in the World Publishes Its Purchasing Data

The United States federal government is the world's largest buyer of goods and services, spending over $700 billion annually on everything from office supplies to aircraft carriers. State and local governments collectively spend trillions more. And unlike private-sector purchasing, which happens behind closed doors, government procurement is public by law. Contract awards, vendor registrations, purchasing solicitations, and spending data are published in publicly accessible databases that anyone can search.

This transparency creates an enormous lead generation resource that most B2B sales teams underutilize or ignore entirely. Government procurement databases contain not just the names and contact information of companies that sell to the government -- they contain the specific products and services each company sells, the dollar volume of their government contracts, the agencies they sell to, their small business certifications, and in many cases the names and email addresses of the specific government buyers who made the purchasing decisions.

For companies selling to government contractors, these databases identify every company in your industry that holds government contracts. For companies selling to government agencies, these databases identify the specific buyers and purchasing offices at each agency. And for companies that sell to businesses regardless of whether those businesses sell to the government, procurement databases are simply another source of verified, segmented business contact data -- a company registered in SAM.gov is a real company with a verified address, a DUNS number, and a classified industry code.

SAM.gov Entity Registration Data

SAM.gov (System for Award Management) is the federal government's primary vendor registration database. Every company that wants to do business with the federal government must register in SAM.gov, and the registration includes the company name, physical address, mailing address, DUNS number, CAGE code, NAICS codes (industry classification), business type (small business, woman-owned, veteran-owned, HUBZone, 8(a), etc.), points of contact (with names, phone numbers, and email addresses), and the goods and services the company offers.

SAM.gov's entity search allows filtering by NAICS code, location (state, city, zip code, congressional district), business type, and keywords. Search results display entity profiles with the registered contact information.

Search SAM.gov for entities in your target industry (by NAICS code) and target geography (by state or zip code). Save search results and individual entity profiles as HTML. Upload to Email Extractor to extract vendor contact information from entity registration profiles. The extraction captures the points of contact listed in each registration, which typically include a government business point of contact (the person responsible for government sales) and an electronic business point of contact (the person who manages the company's SAM.gov registration).

After extraction, segment by NAICS code (industry -- determines product/service relevance), by business type (small business set-asides are a specific market segment), by location (for geographic targeting), and by registration status (active registrations indicate companies currently pursuing government business).

Federal Contract Award Data

Federal contract award databases -- the Federal Procurement Data System (FPDS) and USASpending.gov -- record every federal contract action, including the vendor name, the awarding agency, the contract dollar value, the product or service code, and the period of performance. This data reveals which companies are actively winning federal contracts, how much they are winning, which agencies they are selling to, and what they are selling.

For B2B companies selling to government contractors, award data identifies the most active contractors in your target industry. A company that won $10 million in IT services contracts last year is buying computing equipment, software licenses, office space, professional development, and subcontractor services to support those contracts. An office furniture company, a staffing agency, or a cybersecurity firm can all use contract award data to identify potential customers among government contractors.

Search USASpending.gov or FPDS by product/service code, by awarding agency, or by recipient name. Export search results as CSV files. Upload to Email Extractor to extract contractor contact information from the exported data. Award data may not always contain email addresses directly, but it provides company names and other identifying information that can be cross-referenced with SAM.gov registrations (which do contain email addresses).

State and Local Procurement Portals

Every state operates a procurement portal where state agencies post solicitations and award contracts. Most of these portals maintain vendor registration databases similar to SAM.gov, where companies register to receive bid notifications and compete for state contracts. Municipal and county governments operate their own bid boards and vendor registration systems, often through procurement management platforms like BidNet, Bonfire, or PlanetBids.

State procurement portals vary widely in their search capabilities and data availability, but most allow searching registered vendors by commodity code, location, and business type. Municipal bid boards often list the companies that submitted bids on specific solicitations, providing insight into which companies are actively pursuing local government business.

Search each state procurement portal in your target territory for registered vendors in your target industry. Save vendor directory pages and registration profiles as HTML. Upload to Email Extractor to extract vendor contact information from state and local procurement databases.

Using Procurement Data for Non-Government B2B Prospecting

Government procurement data is useful even for B2B sales teams that do not sell to government agencies or government contractors. SAM.gov and state procurement databases are verified business directories -- every registered entity is a real company with confirmed contact information and classified industry codes. The registration process requires businesses to provide current, accurate information (stale registrations lose eligibility for government contracts, so companies have an incentive to keep their data current).

This makes procurement databases a high-quality source of verified business contact data for any B2B prospecting effort. The NAICS code classification system used in government procurement is more granular than most commercial business directories, allowing more precise industry targeting. The small business certifications (woman-owned, veteran-owned, HUBZone, 8(a), minority-owned) provide additional segmentation dimensions not available in most commercial directories.

Export records from SAM.gov, state procurement portals, and award databases. Upload all exports to Email Extractor for extraction and deduplication across sources. A company registered in SAM.gov, the state procurement portal, and a municipal bid board appears in three databases and should appear once in your prospect list.
