The Bid That Never Arrived
In commercial construction, the bidding process depends on reliable communication between dozens of companies. A general contractor bidding a $50 million office building project sends bid invitations to 8-15 subcontractors in each of 20-30 trades (concrete, structural steel, mechanical, electrical, plumbing, fire protection, curtain wall, roofing, drywall, flooring, painting, elevators, and more). Each subcontractor needs the bid invitation, the project drawings and specifications, the addenda (revisions issued by the architect during the bidding period), and the pre-bid meeting information to prepare an accurate bid. The general contractor's estimating department manages hundreds of subcontractor contacts across dozens of trades, and the integrity of this contact database directly affects bid coverage.
When a bid invitation bounces because the estimator's email address is no longer valid, the general contractor does not receive a bid from that subcontractor for that trade. If the general contractor receives only two mechanical bids instead of six because four mechanical subcontractors never received the bid invitation, the general contractor has less competitive pricing for the mechanical scope, which may cost the general contractor the project or result in a higher-than-necessary contract price for the owner.
The construction industry has particularly high contact data decay rates because construction professionals change companies frequently (estimators and project managers move between general contractors and subcontractors), companies merge and are acquired (particularly in the current era of construction industry consolidation), and roles change (an estimator is promoted to preconstruction director, a project manager moves to a different division or office).
Subcontractor Prequalification Contact Validation
General contractors maintain prequalified subcontractor lists organized by trade (CSI division or trade category). Each subcontractor record in the prequalification database includes the company name, trade specialties, bonding capacity, insurance coverage, safety record (EMR), and -- critically -- the contact information for the person who receives bid invitations and prepares estimates.
The typical subcontractor prequalification database decays at 20-30% per year. Estimators leave the company. Companies change their email domain. The company is acquired and the estimating function is consolidated at the acquiring company's office. The subcontractor opens a new office in a different territory and the original contact is no longer responsible for the general contractor's geographic area.
Validation requires exporting the subcontractor contact database, segmented by trade. For each contact, verify that the email address is still deliverable (using an email verification service that checks for syntax errors, domain validity, and mailbox existence without sending a message), that the contact person is still employed at the listed company (by cross-referencing with the company's website team page, LinkedIn profile, or a direct phone call), and that the contact person is still the appropriate recipient for bid invitations in the relevant trade and geography.
Upload the subcontractor database export to Email Extractor to standardize and deduplicate the email addresses across the database. Cross-reference extracted addresses against company website contact pages (saved as HTML and uploaded for extraction) to identify updated email addresses for contacts who have changed or for replacements for contacts who have left.
Plan Room and Bid Board Subscriber Maintenance
Plan rooms (physical and digital document distribution services that make construction project bid documents available to contractors and suppliers) maintain subscriber lists of the contractors and suppliers who are registered to receive project notifications. Digital plan rooms (iSqFt, Building Connected, PlanHub, The Blue Book Network, Dodge Data & Analytics) send automated email notifications when new projects are posted that match a subscriber's trade, location, and project type preferences.
Subscriber list accuracy directly affects the plan room's value proposition to both project owners (who want their projects to reach the broadest possible pool of qualified bidders) and subscribers (who depend on the plan room to notify them of bidding opportunities). A subscriber whose email address has changed will miss project notifications. A subscriber who has left the company will continue to receive notifications at an address that no one reads, while the replacement estimator at that company receives nothing.
Plan rooms should periodically validate their subscriber email addresses using email verification to identify bounced and undeliverable addresses, cross-reference with company websites and LinkedIn to identify subscribers who have changed companies, and send re-engagement emails to inactive subscribers (subscribers who have not opened or clicked notifications in 90+ days) to determine whether they are still active.
Estimating Department Contact Verification
For subcontractors and material suppliers who submit bids to general contractors, keeping the general contractor estimating department contact list current is equally important. A subcontractor's bid that is emailed to a former estimator's address may never reach the current estimating team, and the subcontractor loses the opportunity to compete on that project.
General contractor estimating departments experience regular turnover as estimators are promoted, transferred to project management roles, or recruited by competing firms. The chief estimator or VP of preconstruction position at a general contractor is one of the most frequently recruited roles in commercial construction, and a change in this role means that every subcontractor and supplier who had the previous contact's email address is now sending bids to an invalid address.
Target general contractors through AGC chapter member directories, ENR (Engineering News-Record) Top Contractors lists, and state contractor licensing databases. Save directory pages as HTML. Upload to Email Extractor to extract current chief estimator, preconstruction director, and estimating department email addresses. Compare the extracted contacts against the subcontractor's existing contact database to identify changes and updates.
