How to Extract Emails from Government and Public Records

Public access does not guarantee contact availability

Government directories, procurement notices and published documents can contain email addresses. Many records contain only names, postal details or forms, while others redact personal information. Email Extractor finds addresses present in readable content; it cannot recover redacted data or generate an email from a person's name.

Select sources relevant to a defined task, such as locating an agency's published procurement enquiry route. A person's appearance in a public comment or meeting record does not make them an appropriate marketing recipient.

Prefer the agency's stated contact channel

An official staff directory or current notice may describe where questions should go. Read those instructions before collecting addresses from older documents. Procurement communications can require a designated portal or officer; another address in the same file may not be authorized for that process.

Do not assume that every contract award or regulatory filing includes personal emails. Review the actual fields and publication terms instead of treating a database name as proof of its contents.

Process readable files and pages

For supported PDFs, spreadsheets or text files, open Text and files, select the documents and click Extract emails. Files are processed in your browser. Limits are 25 MB per file and 100 MB per batch. Image-only PDFs need text recognition before extraction.

For public URLs, use Webpages, allow downloading and click Load webpages. Extract when loading finishes. A run permits 10 websites and up to 25 pages per website. It does not traverse an entire paginated government database automatically.

The optional extension reads accessible loaded content when requested. It cannot remove redactions or guarantee unloaded rows. Use official data downloads where they better fit the task.

Understand records requests before relying on them

For US federal agencies, FOIA.gov's guidance explains requests for existing agency records and the applicable exemptions. FOIA is not a promise that an agency will supply a complete email list. State and local access processes are separate.

If a response includes records you may process, review its restrictions and redactions before extraction. Do not infer that a released document grants unrestricted reuse of personal information.

Retain sources and review context

Download CSV + sources and keep the document date, page reference and stated contact purpose where useful. Quoted correspondence, outdated staff addresses and unrelated contacts can all appear in the result.

Before reuse, check the current official route and applicable privacy, publication and communication rules. Public visibility alone does not establish consent, deliverability or relevance. Email Extractor organizes addresses; it does not decide lawful reuse, recipient roles or whether a contact belongs in a particular campaign.
